Who We Are

Portlanders have become increasingly concerned about the homeless crisis in the metro area.  Places we used to enjoy are now challenging to walk through and sometimes feel unsafe. It is frustrating that the homeless crisis is getting worse, not better. The costs of some efforts are all out of proportion to the benefits. Many of us would like to help but are unsure how to do that effectively or which organizations to support. 

Hope for the Homeless Foundation is committed to becoming part of the solution for breaking the cycle of homelessness. We identify and financially partner with organizations that are effective at addressing the underlying causes of a person’s homelessness, and in so doing give them “a hand up” not a “handout.” 


Mission: Our mission is to identify and financially partner with organizations in the Portland area that are successfully helping men, women, and children gain stability in their lives so they are no longer homeless.

Vision: A community where everyone can thrive and homelessness is rare.

Doug & Carol Marshall have 30 years of experience helping the homeless in the Portland area.

  • For sixteen years the Marshalls volunteered their time with Blanket Coverage.  They organized volunteers to prepare, deliver and serve meals on Monday nights to this organization’s downtown location.  

  • In 2011 the Marshalls, along with a group of like-minded individuals, started The Jesus Table, a benevolent meal site located at Cedar Mill Bible Church.  This ministry serves warm, delicious meals and provides a listening ear for guests who come every Tuesday night.   

  • For five years the Marshalls were on the board of Fairhaven Recovery Homes, an organization that provides transitional housing for addicts wanting to turn their lives around.    

The Launching of Hope for the Homeless Foundation

In 2019, due to his ever-growing frustration that the homeless crisis in Portland was getting worse not better, Doug Marshall invited a group of friends to come and listen to his vision about how they could have a positive impact on Portland’s homeless crisis.  From this first meeting, Hope for the Homeless Foundation (HHF) was launched. 

 HHF is a 501(c)(3) nonprofit organization with a seven-member, all-volunteer board with no paid staff.  Since 2019, donations from our board have exceeded our operating expenses which means all donations received from HHF’s supporters go to our financial grant recipients.

What We Do:

Each year we look for non-profits in the Portland area addressing homelessness according to our criteria. Those that qualify are evaluated through our established vetting process, which determines if they are succeeding in helping the homeless return to stability so they are no longer homeless.

We are a 501(c)(3) organization. Please note, all contributions are tax-deductible.

Who We Serve:

We serve organizations with a proven track record of helping the homeless.  But by helping these organizations we also help homeless individuals, and you – the people living in the Portland metro area affected by the homeless crisis.

Our ability to meet that goal relies on the trust relationships we build with donors and community members. It is through your generosity and dedication that we can provide funding to nonprofits in our area. We are deeply committed to transparency and are constantly seeking to find the organizations where your valuable donations will be most effective.
